Ready for Rio

Enterprise Florida is expanding its help for Florida companies looking to do business in Brazil and may soon offer money to manufacturers and exporters based here while working to convince Gov.-elect Rick Scott to lead a mission there next fall.
The effort "will include road shows" in Florida to promote the state to international customers and in Brazil to promote it abroad, said Manny Mencia, senior vice president for international trade and business for the state's economic development agency, and "a more proactive effort to get Florida companies to participate in US-certified trade shows in Brazil."
He couldn't say how much the agency will contribute to those grants, or how more much it will spend on promoting doing business with Florida.
Florida now has the largest pavilion at Hospitalar, a healthcare supply show held annually in São Paulo that in 2010 attracted 90,000 attendees from 41 countries, according to its website.
Enterprise Florida has also run two export missions to Brazil and hopes for another to be led by Scott in fall 2011.

UCF's Snaith: Economy turns corner in 2011

A leading Florida economist sees the Sunshine State turning a corner in 2011, with a weak recovery gaining steam and the downturn left behind as a painful — albeit lingering — memory, the Miami Herald reports.
“From this point on, things are just going to get better,” said Sean Snaith, a University of Central Florida economist. On Tuesday, he issued an economic forecast for South Florida that predicts stronger growth in personal income and employment than he predicted just three months ago. “The bottom has been touched.”
A crafter of economic sound bites -- in the spring he issued a press release comparing Florida's anemic recovery to the Foghat hit, Slow Ride -- Snaith's sunnier tone captures a broader mood shift.

Impact Fee waiver approved for February

Osceola County Commissioners hope to spark commercial development by waiving commercial transportation impact fees for year starting in February.
Commissioners approved the concept by a 5-0 vote Monday in hopes that millions in savings will jump start the sagging economy and entice builders to develop properties.
They must implement the measure by ordinance. The item is planned for action in January.
County officials hope forgoing the fee revenue will bring more commercial development into the area.
The impact fees pay for growth-related road projects.
Ultimately, the county plans a comprehensive review of the impact fee program.
The county’s impact fee moratorium only includes transportation impact fees and does not apply to other types of impact fees – such as those charged for parks, water and schools.
The move will give builders noticeable cost savings on commercial construction and level the playing field on competitive economic development projects.

OIA on the upswing

The monthly improvement in airline traffic was the sixth in a row for OIA, following two years of mostly declining passenger counts. The airport recorded 2.88 million passengers either coming or going in October, compared with 2.67 million in October 2009 — a 7.9 percent increase.
Both domestic and international traffic showed robust growth in October: the number of domestic passengers rose 7.7 percent, while international traffic (a much smaller share of the total) was up 10.3 percent.

Rail money comes to Florida.

The last piece of funding for a high-speed train linking Orlando and Tampa came through Thursday, after the White House sent to Florida $342 million from two states that rejected federal rail grants, reports the Orlando Sentinel's Dan Tracy.
The award means the $2.7 billion project essentially is paid for, with almost 90 percent coming from the federal government and the remainder pledged in installments by the state.
Eight teams of companies have indicated they would compete to design, build and run the 84-mile system, which would run largely along the median of Interstate 4. Construction could begin in late 2012, with the first trains rolling in 2015.
The last potential roadblock is Florida's Gov.-elect Rick Scott, who has been noncommittal about the train.
"I'm pleased that the federal government recognizes that sound infrastructure is key to Florida's economic growth,'' a statement from Scott's transition office said. "I look forward to reviewing the feasibility of this project in terms of return to Florida's taxpayers. I'm also interested in understanding the private sector's interest in funding this infrastructure project."

  1. Buying local creates jobs: As the old saying goes, everyone talks about the weather, but nobody does anything about it. Well, the same could be said for jobs. Congress just changed hands mainly because of jobs, and President Obama’s job is in trouble because of jobs. We all want more jobs, but no one seems to be able to create them.

$8.3 million grant for Health Department

The Osceola County Health Department has been awarded a Facility Improvement Project grant totaling $8.3 million. As a result of this grant from the Department of Health and Human Services (HHS), Osceola CHD will expand facilities at two of its Federally Qualified Health Centers (FQHC) in Kissimmee and St. Cloud; and construct a new two-story building in Poinciana, which has been operating out of modular units since 2005.
"We are excited about the grant award we have received" stated administrator Belinda Johnson-Cornett. "It will enable us to expand primary care services and provide a medical home to more of the uninsured and others in our county who are in need of medical care. Osceola County Health Department's FQHCs are a major safety net provider within Osceola County. Without our services many would go without healthcare. We are looking forward to working with the county and other community stakeholders to ensure this project is successfully implemented."
According to the American Community Survey compiled by the Census Bureau, Florida ranks fourth in the nation with 20.9% uninsured. The Orlando-Kissimmee metro area exceeds both the state and the nation, with 21.2% uninsured. Additionally, Osceola County experienced the greatest increase in poverty among children of any Central Florida county, increasing over 6% from 2008 to 2009.
The Capital Development program grants, administered by HHS' Health Resources and Services Administration (HRSA), will support major construction and renovation at 143 community health centers nationwide over the next five years.

Incentive money helps keep film business in Central Florida

VIA the Orlando Sentinel: Visit the set of any film being shot in and around Orlando and you're likely to see Michael Finn. A veteran assistant director, he has been on local productions from "The Waterboy" in 1998 to "The Final Destination" in 2009. It's finding work here that's always a problem. So Finn often ends up traveling to Tennessee or Michigan, California or Utah, "where the work is." But these days Finn is back in Central Florida working on a local project, thanks in part to the Florida Legislature's approval of $53.5 million to fund film-business incentive credits this year. That's more than double the amount of previous incentives and will total $242 million during the next five years. Full story here.

Florida business tax amnesty deadline Thursday

Businesses are rushing to pay overdue taxes without penalty before Florida's tax amnesty period ends Thursday, reports the Bradenton Herald. Bunesses are coming forward in a hurry to pay their overdue taxes without penalty and at a reduced interest payment. Florida's tax amnesty program is set to expire Thursday and state officials and local tax professionals say they're seeing increased activity as a result.Renee Watters, spokeswoman for the Florida Department of Revenue, says the state has collected nearly $69 million from more than 24,000 signed amnesty agreements. The state estimated it will collect $121 million, Watters said.
The Florida Legislature in April approved House Bill 5801 to implement the state's first tax amnesty program since 2003. The program, which started July 1, applies to all taxes other than unemployment tax and lets businesses avoid paying a penalty that could be as much as a $50 per month late fee and realize some savings on their interest payments.

Florida among Smart Grid Leaders

As smart grid initiatives advance in the U.S., key states -- including Florida -- are emerging as policy leaders, according to GreenTech Media. Bolstered by US$4.5 billion in federal smart-grid stimulus funding, these states are laying the groundwork for market development and shining light on the economic, technological and regulatory issues associated with smart grid’s nascent integration.
GTM Research's latest report, United States Smart Grid Policy 2010: In-Depth Analysis of Ten Key States Driving Deployment, has identified 10 states that, in addition to leading in stimulus funding, are diversified in terms of their smart grid policy prescriptions and geography: California, Colorado, Florida, Massachusetts, New Jersey, New York, North Carolina, Ohio, Pennsylvania and Texas.
Within these states are projects planned or underway by 43 grid-operating entities. Their scope ranges from multimillion-meter projects in Texas to Western Massachusetts Electric's pilot program to install 1,750 advanced meters. With such variation from one state to the next, these 10 markets can be viewed as smart-grid "case studies" for more specific, large-scale approaches in the future.

Microlending helps small businesses

Elvita Francois proudly shows off a shiny new buffet counter at her tiny restaurant inside the Opa-locka Flea Market, where she serves Haitian and Latin specialties like goat, oxtail and congris. As an entrepreneur operating on a shoestring, Francois didn't have the means to buy that counter -- or other equipment like a refrigerator, freezer and stove that she had to replace soon after she drained her savings to purchase Job Restaurant four years ago.
So she turned to OUR MicroLending, a Miami-based lender and worked out a loan for a little more than $2,000.
"They helped me a lot," said Francois, 58, who lives in North Miami Beach. "I didn't have money in my hand to even buy food."
With banks cutting back on lending during the past two years of financial crisis, microlenders are seeing a rise in demand, as small businesses -- the lifeblood of South Florida's economy -- still require credit to keep their businesses afloat.

Jennie Finch retiring after season

Jennie Finch had no trouble dazzling everyone. The striking blonde with the unhittable stuff was the most dominant softball pitcher of her time, giving her sport a new face just as it was starting to really catch on in the United States. Finch won an NCAA championship in record-setting fashion and added Olympic gold as she spread softball's popularity in America and beyond. But after 10 years of playing internationally, Finch is turning her focus to her family and her desire to have more children. The 29-year-old Finch announced Tuesday that she'll play one more week with the U.S. team and retire from the sport next month when the National Pro Fastpitch season is over. http://sports.espn.go.com/oly/news/story?campaign=rss&ex_cid=Twitter_espn_5394292&id=5394292&source=twitter

Florida's workforce ranked No. 1

The Sunshine State was ranked No. 1 in the nation for its work force in CNBC’s newly released fourth annual America’s Top States for Business rankings, the Orlando Business Journal reports. The CNBC study examines 10 different categories, including work force, to measure each state’s ability to attract businesses. Florida moved up from the No. 3 spot in 2009, reclaiming the No. 1 ranking it held in 2008. The rankings can be viewed online at www.cnbc.com/id/37516706.

Sentinel report on commercial lease rates

This report from the Orlando Sentinel: "While there's no shortage of empty industrial space in the Orlando area, the region is showing signs that point to a recovery. A second-quarter report by CB Richard Ellis noted that corporate users are taking advantage of market conditions by negotiating long-term leases at aggressive rental rates. Landlords continue to offer concessions and historically low rental rates as they compete for tenants able to commit to long-term leases.
Orange, Seminole and Osceola counties had a 16.3 percent overall vacancy rate for industrial space in the April-through-June period. Vacancies were highest in southeast Orange, at 23.6 percent, while northeast Orange had the lowest rate, 6.8 percent, the report stated.
It also cited an increased number of owner-users actively looking for buildings to acquire, with the expectation that building sales will slowly increase. A majority of prospective buyers are interested in buildings from 20,000 to 50,000 square feet, though a few are shopping in the 100,000- to 250,000-square-foot range."

Recycling gets boost?

New legislation aims to light a fire under Florida's lukewarm recycling efforts, according to SunshineStateNews.Com. Blending a market-based approach with more rigorous reporting requirements, House Bill 7243 aims to move the state closer to its 75 percent recycling goal by 2020. That on-again, off-again target, originally set by lawmakers a decade ago, has receded into the distance in recent years. Some Florida communities' recycling rates barely top 30 percent. HB 7243, which was signed into law by Gov. Charlie Crist, went into effect July 1 and establishes a Recycling Business Assistance Center to coordinate between state agencies and the private sector to develop new markets for recyclable materials locally and globally.

Collier out of race for Cubs

Naples officials hoping to bring the Chicago Cubs to Collier County for spring training said they withdrew their spring training proposal, according to a news report. The decision comes after the group — dubbed Project Homerun — was unable to get the assurances it needed from team president Crane Kenney to continue with their work. Those assurances, said Gary Price, a partner in Fifth Avenue Advisors, one of the two private companies trying to lure the Cubs from Mesa, Ariz., included an exclusive negotiation period similar to what was afforded to Mesa.
State officials will not seek funds this summer to extend high-speed rail to Tampa's airport, the Tampa Tribune reports. That means the first phase of high-speed rail would end, as long planned, in downtown Tampa when service begins in 2015. Nazih Haddad, chief operating officer for Florida Rail Enterprise, said in an interview Monday the state will apply next month for $1 billion state in federal funds to complete the Tampa-Lakeland-Orlando route, but the application would not include a Tampa airport station, as some recently have supported. In January, the Obama administration had awarded $1.25 billion, or about half the money needed to complete the project, with the understanding that additional funds would be available in the future.

State unemployment down again in June

Florida’s seasonally adjusted unemployment rate for June 2010 is 11.4 percent. The unemployment rate is down 0.3 percentage point from the May rate of 11.7 percent. This is the third consecutive monthly decline in the state’s unemployment rate and the lowest rate since October 2009. Prior to this year, the last time Florida recorded monthly declines in unemployment rates was February 2006. Osceola County's unemployment rate was unchanged from May -- 12.1 percent.

More Venture capital news

Venture capitalists funneled more money into U.S. startups in the second quarter, indicating continuing confidence that the economy is on the mend, the AP reports.
A study scheduled for release Friday shows that startup investments in the April-June period climbed 53 percent from the same three months in 2009 to $6.5 billion. This is the most money invested in startups since the third quarter of 2008.
Funding went to more seed and early-stage companies than in any quarter since mid-2007. That signals investors are feeling good about investing in new ideas even though the market for acquisitions and public stock offerings for more mature startups continues to be rough -- meaning it'll be awhile before venture capitalists see returns on their investments.
The study was conducted by PriceWaterhouseCoopers and the National Venture Capital Association based on data from Thomson Reuters.

These entrepreneurial companies should have talented management teams, proprietary technology and high growth potential, and should currently be seeking early stage funding.
Companies wishing to submit an application to present at the Conference must e-mail their one-page Executive Summaries to pat@floridaventureforum.org. Potential presenters are encouraged to apply by the early deadline of Friday, July 30, 2010 and the final deadline is Tuesday, Aug. 31, 2010.

Florida got the second-largest haul of a total of $27 million worth of retraining money, with Louisiana getting $10 million and Mississippi and Alabama each getting $5 million.
The programs eventually will be available at AWI's one-stop career centers. However, an AWI spokeswoman said it was too early to say when the programs will be up and running.
U.S. Department of Labor spokeswoman Lina Garcia said the money will pay for rapid retraining and certification programs so that workers can launch new careers or find new jobs as quickly as possible.

Urologist Vipul Patel, a world-renowned robotic surgeon who is largely responsible for the development of Florida Hospital's robotics program and its Nicholson Center for Surgical Advancement, which focuses on robotic surgery and training.
Training on the da Vinci system is typically in two parts: Surgeons receive on-site, half-day training by Intuitive Surgical at their hospitals to become familiar with the robot and its instruments. Then they are sent to a two-day surgical-skills training at one of da Vinci's 19 regional training centers, which include Florida Hospital's Nicholson Center at Celebration Health.
